The thought is great, but you dismissed one vital element -- involving the people in planning how change happens in their OWN communities.

Next time try visiting with local schools or block associations. How about talking with people on the street about what they would like to see different where they live?

The people have all rights to regulate their own communities. Don't take that right for granted.
